It might have something to do with MK;DA I think Boon mentioned Shang didn't have Morph in MK;DA, because the 3d wouldn't allow it or something.

They stopped the whole Morphing for Shang because it was over Powered, any one decent with shang and knew about 5% of the Morphs could utterly destroy just about anyone.

Reason why they stopped him from Morphing, In MKT he litterally was God morphing into anyone able to do their moves and Fatalities made him cheap.

360 can get vader
ps3 can get yoda, there also planing to add more DL characters in the future...
